Only individuals with minor offenses who are unable to pay their fines were chosen for this amnesty program based on a recommendation from the Advisory Council on Prerogative of Mercy.

The governor emphasized that individuals serving long sentences for serious crimes would not be granted amnesty to deter the perpetration of such offenses. Each pardoned inmate will receive N100,000 to establish a new business and reintegrate into society as law-abiding citizens.

The State Advisory Council on Prerogative of Mercy received 106 applications from convicts seeking clemency, with only 96 individuals granted amnesty based on their circumstances.
